The pattern is Fishermen’s rib or half Brioche, where you knit in the stitch below - it’s an easy way to work this pattern. In Denmark we call it PATENT.
Italian cast on is one of the details, but If you don’t know the technique, you can cast on stitches the way you like.

Gauge
Before wash: 20 stitches & 41 rows = 4” (10 cm) in Fishermans rib
After wash and blocking: 18 stitches & 42 row = 4” (10 cm)
